TITLE: Early Head Start Manager
DESCRIPTION:

Plans and coordinates service area and activities of the Early Head Start Program in a center or a home based setting to meet Head Start Performance Standards. Responsible for the administrative management of program activities in a manner that effectively meets the needs of the community.

Supervises Early Head Start staff as well as collaboration staff. Ensures compliance with relevant regulatory requirements.  

EDUCATION AND EXPERIENCE:
  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Early Childhood Education. Master's Degree preferred.
  • Two years of supervisory and managerial experience is needed, as well as two years experience in Early Childhood Education, and one year in grant funded program administration.
  • Two years experience working with infants and toddlers is preferred.
  • Bilingual candidates are encouraged to apply.
  • Must have a valid Illinois Driver's License and pass a DCFS background investigation before hire.
  • Policy Council approval is required.
SALARY RANGE:

Starting Salary: $24.79 per hour

AGENCY: Evanston Early Head Start
TITLE: Family Advocates / Home Visitors
DESCRIPTION:

Full-Time, salaried, exempt position, employed by Childcare Network of Evanston.  Provides support services to Evanston Early Head Start (EEHS) enrolled families.  The Family Advocate (FA) will establish close relationships with Early Head Start families, child care teachers, program managers and administrative staff.  . The FA will provide educational opportunities, and provide referrals and support.  The FA will coordinate and facilitate monthly meetings and EEHS family events. Home visits will be conducted with all families. 

EDUCATION AND EXPERIENCE:

Associates Degree or equivalent preferred.  Experience working with Early Head Start and infants and toddlers, and/or families and some previous case management preferred.  Excellent organizational skills and an ability to manage and prioritize duties are necessary to be successful in this position.  Bilingual Spanish a plus.

WORKING HOURS:

TITLE: Family Services Manager
DESCRIPTION:

The Family Services Manager, a full-time exempt position, employed by Childcare Network of Evanston, is responsible for managing Evanston Early Head Start (EEHS) program systems, as outlined in the Head Start Program Performance Standards, for Family Partnerships and Community Partnerships.  The Family and Services Manager supervises and assists the staff of Family Advocates  and Home Visitors to ensure that families receive comprehensive, coordinated support services with a focus on prevention.  This position is a part of the EEHS management team. It requires collaboration with the childcare partners, delegates and community agency staff to support all enrolled children and families.  Some case management responsibility for an identified caseload requiring more intensive intervention as needed, as well as making referrals to outside agencies when warranted.

EDUCATION AND EXPERIENCE:

AA or above in Social Work, Community Service or related field, MSW preferred; five years experience in a Head Start or similar Early Childhood center or program, and supervising staff.  Understanding of Head Start Performance Standards.  Proven ability to function as a leader, as well as a team member.  Experience working with teen parents, infants and toddlers, children with special needs and families preferred.

RESPONSIBILITIES:
  1. Demonstrate a clear understanding of Agency goals and find creative yet prudent solutions to present and future challenges.

  9. Develop and exhibit a thorough understanding of all Agency programs.
  10. Ensure proper delegation of responsibilities and support a teambuilding environment.
  11. Effectively communicate with staff, clients, and the community to ensure overall support of the agency mission.
  12. Operate as the agency’s public image and forge positive relationships with funding sources as well as other organizations.
  13. Actively support and provide resources for career development of staff and professional development of the Governing Board.  
  14. Oversee the drafting of effective grant proposals and compliance with existing and new grant reporting and service delivery requirements.
  15. Ensure compliance with all applicable personnel, wage and hour, and fair labor practices, laws, etc.
  16. Contribute to the overall effectiveness of the agency’s programs by ensuring completion and performing all other duties necessary to the success of the agency and its programs.
