Introduction
IMHSP VISION: An
inclusive, community based, migrant child-care program in which parents exercise
self-determination, and which embodies healthfulness and a love of learning for children,
families and staff.
IMHSP MISSION: To
promote success in life for migrant children, their families, and program staff by
offering opportunities to learn, to be healthy, to be respected, and to be fully
included, with the support of the greater community.
COORDINATES statewide
comprehensive services in Health, Education, Family Partnership, Disabilities and
Social Services for migrant farm worker families who travel to Illinois to plant,
harvest, and process agricultural products between the months of April and December.
ASSISTS local delegate
agencies in providing full day comprehensive Head Start child development services
to infant, toddler, and preschool migrant children, Including those with disabilities.
Delegate agencies are located in areas of prime migrant concentration to serve current
migrant families and those who have settled-out within the past 24 months.
IS FUNDED with federal
funds from DHHS Administration of Children, Youth and Families (Migrant Program Branch)
and Illinois general revenue funds.

Family
& Community Partnerships
 The Project provides
opportunities to develop and Implement Family Partnership agreements. It encourages
parents to observe their children and to participate with them in group activities.
Programs provide opportunities for parents to work with other community members on
different activities. Through Policy groups, parents make decisions about the program.
The
Family Services Coordinators enroll children, provide Information about the program
and services in the community, and assist families in securing services. The Family
Services Coordinators are bilingual and work a
schedule that accommodates
families' needs.
The
Child Development Program
Provides a secure, stimulating environment
In which children are helped to develop physically, emotionally, mentally, and socially.
The classrooms must comply with state licensing standards and Head Start performance
Standards, offering full-time day care for children from six weeks to six years of
age. The education program offers opportunities for active learning experiences for
all ages.
Teachers
of three, four, and five yew old children implement a Whole Language Curriculum,
supplemented by the Anti-Bias Curriculum and the Project Approach.
In
classrooms for infants and toddlers, teachers follow the methods of West Ed. Laboratories.
The philosophy of respectful care-giving allows babies to develop at their own inherent
pace, while providing them emotional support in a non-restraining physical environment.

Health
Services
The program collaborates with the
Migrant Health program, public health departments, and other health services providers
In the community to ensure children are up-to-date on a schedule of preventive and
primary care. These services comprise a broad range of medical, dental, Immunization
and nutrition screenings and exams.
When
children are Identified as needing further assessment, treatment, or therapy, follow-up
care plans are developed, In consultation with parents, and families are connected
to these services.
Nutrition
Nutritionally balanced and culturally
relevant meals are served to the children on site and provided, in part, through
the USDA Child and Adult Care Food Program.
Family
Wellness
Bilingual mental health consultants
are available to work with staff, parents and children to promote emotional wellness
and to Identify local resources when referrals are needed.
Special
Services
Children with disabilities are part
of IMHSP and receive comprehensive and Individualized services, designed and implemented
In partnership with the family. These services arc: developed to build on each child's
capabilities and strengths and to ensure the child's success.
Transition
Services
IMHSP believes that continuity of services and collaboration
with other migrant Head Start programs and service-providers Is essential. The project
has a transitions office In McAllen, Texas, open from November to April, to assist
children needing follow-up services.
