Illinois Head Start Association

Mission Statement

The Illinois Head Start Association (IHSA) is committed to enhancing the development of children, empowering families and strengthening communities. As advocates, we speak in a unified voice and act on issues affecting children and families. We provide professional development opportunities for all members. Our Association accepts the statewide leadership role in developing partnerships and empowering members to be community leaders.

The IHSA is a membership organization supported by annual dues. Individuals and agencies or organizations may become members.

The IHSA sponsors statewide training events for Head Start programs and parents, including the annual meeting and conference in January.

The IHSA structure consists of a 24 member Board of Directors elected from each of the following components: Directors, Staff, Parents and Friends. Each component elects 3 IHSA Board representatives. The Component President also serves on the IHSA Board. Each component elects a Region V Representative, who serves on the IHSA Board and sits on the Region V Head Start Association Board.

Region V Department of Health & Human Services

The Region V DHHS Administration for Children & Families (ACF) Head Start office not only funds Head Start programs in Illinois, but the federal Head Start staff also provides technical assistance in interpreting regulation for local grantees assigned to them. Program Officers review annual grant applications and budgets and approve local program design & budget changes.

The Region V, Midwest "Hub," DHHS staff conducts an in-depth federal review of every Head Start program's quality every 3 years. DHHS Head Start staff person assigned to the program being reviewed serves as the Team Leader for the monitoring visit. The monitoring team is made up primarily of peer reviewers and consultants.

The Migrant Head Start Program nationally, and in Illinois, is federally administered from the Region XII DHHS office in Washington, DC.

Head Start State Collaboration Office

The Head Start State Collaboration Office is a federal-state partnership, with funding provided by the US DHHS - Head Start Bureau and non-federal share match provided by the Illinois Department of Human Services.

The purpose of the Head Start State Collaboration Office is to support and encourage collaboration with Head Start and various other stakeholders at the state and local levels in several priority areas:

National Head Start Association (NHSA)

The National Head Start Association (NHSA) is the private, nonprofit membership organization that advocates for Head Start in Congress and supports all members of the Head Start community. Since 1973, NHSA has bolstered the quality of Head Start services, promoted the value of Head Start to the public, protected the rights of Head Start parents, improved the skills of Head Start professionals, and allowed Head Start advocates to speak with one unified voice.

NHSA has a Board of Directors, with two representatives elected from each Regional Head Start Association, including the Indian and Migrant Associations. The past President serves as ex-officio.

NHSA's office is located at 1651 Prince Street in Alexandria, VA 22314, and has a large staff led by its CEO, Sarah M. Greene. Various divisions carry out the work of NHSA, including Government Affairs, Partnerships, Publishing & Marketing, and the "Heads Up!" distance learning and reading projects.

NHSA sponsors an annual National Training Conference in the spring, a Parent Training Conference in the late fall/early winter, and various special track conferences throughout the year. The NHSA Academy credentials Head Start staff in Basic Family Services and Health, Mid Manager, New Manager and Advanced Administrative courses. NHSA publishes a quarterly professional periodical called "Children and Families."
