2021 Collaboration Needs Assessment / Summary Executive Report
Needs Assessment 2021 Summary

As the primary funder of Head Start programs, the federal government requires that Head Start State Collaboration Offices (HSSCOs) conduct a needs assessment of Head Start and Early Head Start grantees and delegate agencies in their respective states.

The purpose of the needs assessment is to identify and examine areas of coordination, collaboration, alignment of services, and alignment of curricula and assessments used in Head Start/Early Head Start programs (Head Start Needs Assessment, 2021). This information is designed to correspond with the Head Start Child Development & Early Learning Framework and, as appropriate, State of Illinois Early Learning Standards.
